All She Got Was Reckless?!?

In the Commonwealth of Virginia a driver can be found of reckless driving if, " (i) at a speed of twenty miles per hour or more in excess of the applicable maximum speed limit or (ii) in excess of eighty miles per hour regardless of the applicable maximum speed limit." That makes sense right? Well what about if you crash into a building?

Tuesday morning a woman crashed into a restaurant and was issued a summons for reckless driving. A SUMMONS FOR RECKLESS DRIVING!!!

I mean, was she technically driving "recklessly"? Yeah, driving into a building is pretty reckless. But how is there not a law or some type of ticket specifically for driving into a building? Should I really get the same ticket for going 75mph in a 55mph area on I-64 than someone who CRASHED into a building?
